I got the same error. Don't make the mistake of cut and pasting the parameters into your INF file. I noticed if I issue a "type configmgrpxecertificate.inf" in Command Prompt I see a squiggly character at the end of the ]Subjec] line which was suppose to be end of double quote. Type that entire line out yourself.

The INF that worked for me is:

[NewRequest]
Subject="CN=ConfigMgrPXECertificate"
MachineKeySet="True"
Exportable="True"
[RequestAttributes]
CertificateTemplate="ConfigMgrPXECertificate"
